To the extent possible using available resources, a state agency
with 1,500 or more employees shall provide on the agency's intranet
or internet website an electronic form or link to a tool by which
an employee may submit suggestions and ideas for cost savings.
(1) A state agency must provide an employee the options
of submitting the suggestion or idea with attribution or anonymously.
(A) An anonymous suggestion may not be traceable to
the employee; and
(B) The system or tool by which an anonymous suggestion
is submitted shall not record any data that would link the suggestion
or idea to the computer used for the submission.
(2) A state agency shall provide a means by which the
public may:
(A) monitor, in real time or on a weekly, monthly,
or quarterly basis, submissions made under this rule; and
(B) vote for a favorite submission.
(3) Suggestions or ideas submitted under this rule
shall be moderated by or on behalf of the agency to exclude, at a
minimum, overtly political or offensive language.
