| (a) This chapter provides specific criteria to govern
the purchase of goods and services by HHSC for programs whose needs
are not addressed by the general criteria listed in Chapter 391 of
this title (relating to Purchase of Goods and Services by Health and
Human Services Agencies). The criteria in this chapter are limited
to the specific programs enumerated in each subchapter and do not
apply to any other purchase of goods or services by HHSC.
(b) If any provision in this Chapter conflicts with
a provision outside of Title 1, this Chapter controls.
