All decisions to suspend, revoke, or deny an application for
any certificate or approval, to reprimand or place on probation the
holder of such certificate or approval, or to impose an order for
restitution, remedial action, or administrative penalties pursuant
to Government Code, Chapter 419, shall be made by the Agency Chief
or designee.
