RULE §9.219Interim Steps
(a) The department will request the approval of the appropriate OA for an interim goal or goal-setting mechanism if the department needs additional time to collect data or take other steps to develop an approach to setting overall goals.

(b) A goal-setting mechanism must:

  (1) reflect the relative availability of DBEs in the state to the maximum extent feasible given the available data; and

  (2) avoid imposing undue burdens on non-DBEs.
