The purpose of this subchapter is to provide for an efficient
and effective system of enforcement of Transportation Code, Chapters
621, 622, and 623 by setting out procedures for citing violations
related to the operation, with or without oversize or overweight permits,
of vehicles or combination of vehicles on a public road or highway
in the state in excess of the applicable maximum weight, height, length,
or width.
