| (a) The technology program is established to promote
the State's economic growth and diversification by increasing the
number and quality of scientists and engineers in Texas, enlarging
the technology base available to business and industry, creating new
products and services, and attracting new industries to Texas.
(b) The technology program is designed to provide support
for technology research conducted in eligible public or independent
institutions in Texas in the research areas specified by Texas Education
Code, §142.0035.
