In general, except as otherwise provided by law, the procedure
for the grant, denial, renewal, revocation, suspension, annulment,
or withdrawal of a certificate is governed by Government Code, Chapter
2001, pertaining to Administrative Procedures and by 1 TAC Chapter
155 (relating to Rules of Procedures) adopted by SOAH.
