RULE §19.14Energy and Water Management Plan

(a) Requirements. The head of a state agency or an institution of higher education shall prepare an Energy and Water Management Plan and submit the plan to SECO.

(b) Guidelines. The Energy and Water Management Plan shall be prepared in accordance with the guidelines located on the SECO website, which are herein adopted by reference.

(c) Submission. The Energy and Water Management Plan shall be updated and submitted by October 31 of each year to SECO.Reporting@cpa.texas.gov.

(d) Implementation. A state agency or institution of higher education shall implement the cost effective utility conservation measures in accordance with the timelines and recommendations that are contained in the agency's or institution's Energy and Water Management Plan. To the extent feasible, utility and utility-related operational improvements that are made to each building or facility shall be implemented through comprehensive projects.
