(b)The [Pursuant to Texas Education Code, §142.006 and §143.007, the] Coordinating Board shall appoint as many review panels as necessary that consist of scientists and engineers with recognized expertise recruited from academic, government laboratories, non-profit research centers, and industries under the condition that employees of any institution of higher education in Texas shall not be reviewers.
