Systems that are not in a combined distribution system:
System serving 100,000 or more people	January 2004
System serving 50,000 to 99,999 people	January 2004
System serving 10,000 to 49,999 people	January 2005
System serving fewer than 10,000 people	January 2005
Systems in a combined distribution system
Consecutive or wholesale system of any population	At the same time as the largest system in the combined distribution system

¹A system that did not monitor during the specified period must base eligibility on
compliance samples taken during the 12 months preceding the specified period.
