(a) Meetings.
(1) The Commission shall meet in February of each year
and at such other times as it deems proper.
(2) Meetings will be held at such places as the Commission
deems proper.
(3) Meetings must be called by the chair on the chair's
own motion or upon the written request of five members.
(b) Quorum. Five members constitutes a quorum.
(c) Officers.
(1) Officers of the Commission consist of a chair,
a vice-chair, and secretary.
(2) The chair is designated by the governor and serves
at the pleasure of the governor.
(3) The Commission shall elect a vice-chair and secretary
at a regular meeting in February of each year. Elected officers shall
serve until their successors are elected.
(d) Order of business.
(1) With the exception of proceedings in contested
cases, meetings must be conducted in accordance with Robert's Rules
of Order.
(2) Proceedings in contested cases are conducted in
accordance with the Administrative Procedure Act, Texas Government
Code, Chapter 2001 and Chapter 533 of this title.
(e) Public Comments at Regular Commission Meetings.
(1) A member of the public may comment for up to three
minutes on any agenda item or non-agenda item at a regular quarterly
Commission meeting.
(2) The Chair of the Commission may extend the time
for public comments at the Chair's discretion.
