(a) Except as provided in subsection (b) of this section,
no person may cause, suffer, allow, or permit emissions of sulfur
dioxide (SO2) from any solid fossil fuel-fired
steam generator to exceed 3.0 pounds per million Btu (MMBtu) heat
input averaged over a three-hour period.
(b) No person may cause, suffer, allow, or permit emissions
of SO2 from any solid fossil fuel-fired
steam generator located in Milam County, which began operation prior
to January 1, 1955, to exceed 4.0 pounds per MMBtu heat input averaged
over a three-hour period.
(c) Except as provided in subsection (d) of this section,
beginning September 30, 1994, solid fossil fuel-fired steam generators
of greater than 250 MMBtu heat input per hour which are equipped
with SO2 control equipment shall be equipped
with a continuous emissions monitoring system (CEMS) for SO2. The CEMS shall be installed, calibrated,
and operated as specified in 40 Code of Federal Regulations Part 51,
Appendix P, hereby incorporated by reference.
(d) In lieu of the requirements of subsection (c) of
this section, beginning September 30, 1994, sources subject to the
Federal Clean Air Act, §412(c) as amended in 1990 shall meet
the requirements of §412(c) and the regulations promulgated thereunder.
