RULE §117.3124Bexar County Control Requirements for Reasonably Available Control Technology (RACT)

(a) In accordance with the applicable schedule in §117.9320 of this title (relating to Compliance Schedule for Cement Kilns), the owner or operator of each portland cement kiln located in Bexar County shall ensure that nitrogen oxides (NOX ) emissions from each preheater-precalciner or precalciner kiln do not exceed 2.8 pounds per ton (lb/ton) of clinker produced on a rolling 30-day average basis.

(b) For the purposes of this section, the rolling 30-day average is an average, calculated for each day that fuel was combusted in the cement kiln, as the total of all the hourly emissions data (in pounds) for the preceding 30 days that fuel was combusted in the cement kiln, divided by the total number of tons of clinker produced in that kiln during the same 30-day period.

(c) An owner or operator may use §117.9800 of this title (relating to Use of Emission Credits for Compliance) to meet the NOX emission control requirements of this section, in whole or in part.
