RULE §12.103 | General Requirements for Permits: Operators |
Except as provided for in §12.104 of this title (relating to Continued Operation Under Interim Permits) on and after 8 months from the date of state program approval, no person shall engage in or carry out surface coal mining and reclamation operations on non-federal or non-Indian lands within the state, unless that person has first obtained a valid permit issued by the Commission. |
