(a) Sick Leave Pool. A sick leave pool is established
to allow eligible state employees to use time contributed to the sick
leave pool if the employee has exhausted the employee's sick leave
because of a catastrophic illness or injury or a previous donation
of time to the pool.
(b) Family Leave Pool. A state employee family leave
pool is established to provide eligible state employees more flexibility
in bonding with and caring for children during a child's first year
following birth, adoption, or foster placement and for caring for
a seriously ill family member or the employee, including pandemic-related
illnesses or complications caused by a pandemic.
(c) The Human Resources Director or other employee
designated by the Executive Director will act as Sick Leave Pool and
Family Leave Pool Administrator.
(d) The Sick Leave Pool and Family Leave Pool Administrator,
with the approval of the Executive Director, will prescribe and implement
policies to effectuate the operation of the pools. The policies and
procedures must be consistent with the provisions of the Texas Government
Code Chapter 661 and will be included in the agency's Employee Handbook.
(e) Employee donations to the sick leave pool and family
leave pool are strictly voluntary and must be made in writing.
