(a) This rule implements Alcoholic Beverage Code §5.21,
which authorizes the commission, by rule, to establish advisory committees
as necessary to accomplish the purposes of the Alcoholic Beverage
Code, and to meet the changing needs of the agency. Government Code
Chapter 2110 applies to an advisory committee created by the commission.
(b) The commission rule establishing an advisory committee
shall contain, at a minimum, the following information:
(1) the purpose, role, and goal of the committee;
(2) composition and representation requirements;
(3) qualifications of the members, such as experience
or geographic location;
(4) terms of service of committee members;
(5) any necessary training requirements; and
(6) the method the agency will use to receive public
input on issues considered by the advisory committees.
(c) An advisory committee created by the commission
shall not have more than nine members.
(d) The presiding officer of the commission shall appoint
the members of an advisory committee.
(e) Each advisory committee shall hold at least one
meeting per calendar year.
