(a) Pursuant to Texas Alcoholic Beverage Code §
5.21 and commission Rule 31.6, the commission hereby establishes the
Advisory Committee on Major Information Technology Projects ("Committee").
(b) The purpose, role, and goal of the Committee is
to advise the commission on the agency's use and development of major
information technology projects.
(c) The presiding officer of the commission may appoint
not more than two commissioners and three members of the public to
serve on the Committee. The Committee shall select from among its
members a presiding officer.
(d) Each public member must either:
(1) hold an ownership interest or management position
with an active TABC licensee or permittee;
(2) be a practicing attorney in the field of alcohol
regulation; or
(3) have significant experience in information system
technology deployment.
(e) The commission's general counsel or another commission
attorney assigned by the general counsel shall provide legal counsel
to the Committee.
(f) Within 60 days after the first Committee meeting,
Committee members shall complete training provided by the commission's
General Counsel's office regarding compliance with the Texas Public
Information Act and other applicable ethics rules.
(g) The Committee shall report to the commission at
the times and in the manner it determines will best assist the commission
and in compliance with the Texas Open Meetings Act.
