(a) After consideration of a proposal for decision, the executive
secretary shall prepare a written final order documenting the Commission's
decision on the proposal for decision. A final order must include findings
of facts and conclusions of law, separately stated.
(b) A final order of the Commission must be signed by a majority
of the members of the Commission who voted in favor of issuing the order.
(c) The executive secretary shall serve a copy of the final
order on each party or the party's representative and each non-party participant.
(d) A final order of the Commission takes effect on the date
the order is issued, unless otherwise stated in the order.
