| (a) An association that wishes to serve as an exporting racetrack
shall submit the form of its contract as an exporting racetrack to the executive
secretary for approval.
(b) If the association changes the form of the contract, the
association shall submit the changed version of the form to the executive
secretary for approval.
(c) If an association enters into a contract as an exporting
racetrack that differs from the form approved by the executive secretary with
respect to its responsibilities as a host racetrack under these rules, the
association shall immediately notify the executive secretary in writing.
(d) After the association has entered into a contract to export
its races, the association shall file a request for approval of the export
to the executive secretary on a form prescribed by the executive secretary.
A request for approval to export must be filed before post time of the first
race covered by the request.
