(a) Pursuant to the Texas Education Code, §26.0031,
a Texas public school district and charter school shall notify parents
and students of the option to enroll in the Texas Virtual School Network
(TxVSN) statewide course catalog at the time and in the manner that
the school district or charter school informs students and parents
about instructional programs or courses offered in the district's
or school's traditional classroom setting.
(b) Each Texas public school district and charter school
is eligible to serve as a receiver district in the TxVSN statewide
course catalog.
(c) Each TxVSN receiver district shall:
(1) register as a receiver district with TxVSN central
operations;
(2) assign a qualified staff member to serve as the
TxVSN coordinator;
(3) enroll a student who resides in Texas and who is
enrolled in a school other than a public school district or charter
school upon request by the student and/or parent or guardian; and
(4) in accordance with §74.26 of this title (relating
to Award of Credit), award credit to a student enrolled in the district
who has successfully completed all state and local requirements and
received a grade that is the equivalent of 70 on a scale of 100, based
upon the essential knowledge and skills for a course offered through
the TxVSN statewide course catalog.
(d) A TxVSN receiver district may deny a request to
enroll a student in a TxVSN course if:
(1) a student attempts to enroll in a course load that
is inconsistent with the student's high school graduation program
or requirements for college admission or requirements for earning
an industry certification;
(2) the student requests permission to enroll in a
TxVSN course at a time that is inconsistent with the enrollment period
established by the school district or open-enrollment charter school
providing the course; or
(3) the school district or charter school offers a
substantially similar course.
(e) A school district or charter school from which
a parent/guardian of a student requests permission to enroll the student
in an electronic course offered through the TxVSN has discretion to
select an approved course provider for the course in which the student
will enroll based on factors, including the TxVSN Informed Choice
Report.
