(a) FCO maintains records of all inquiries and complaints
in the HEART system. FCO contact records are maintained separate from
other OO contact records.
(b) FCO staff have access to any DFPS and HHS data
and systems necessary to complete their investigations of contacts,
including:
(1) Information Management Protecting Adults and Children
in Texas (IMPACT); and
(2) Child Care Licensing Automated Support System (CLASS).
(c) FCO submits an annual report to the HHSC Executive
Commissioner and the DFPS Commissioner by December 1st, which is posted
on the HHSC and DFPS websites. The report includes:
(1) a description of FCO activities;
(2) a list of DFPS or HHS agency changes made in response
to substantiated complaints received;
(3) a description of trends in the nature of complaints
received, recommendations to address them, and an evaluation of the
feasibility of those recommendations;
(4) a glossary of terms;
(5) a description of methods used to promote awareness
of FCO and the plan for the coming year; and
(6) any feedback from the public on the previous annual
report.
