(a) As outlined under Chapter 9, Subchapter G, §9.125
of this title (relating to Contractual Agreements for Instruction
with Public Secondary Schools), two-year colleges may contract with
public secondary school districts to provide remedial courses for
students enrolled in public secondary schools in preparation for graduation
from high school. Such courses are not eligible for state appropriations.
(b) High school students who have passed all of the
STAAR EOC assessments with the high school graduation standard may
be permitted to enroll in state-funded developmental courses offered
by a college at the college's discretion if a need for such course
work is indicated by student performance on an assessment instrument
approved by the Board under §4.56 of this title (relating to
Assessment Instruments).
(c) Remedial and developmental courses may not be offered
for dual credit.
(d) Only a public community college may waive tuition
and fees for a Texas public high school student enrolled in a remedial
course or a developmental course. Public technical colleges and state
colleges may not waive tuition and fees.
