(a) Proposal format. The proposal shall be limited to the contents
specified in the RFP packet plus the provider's price for the required services.
(b) Receiving proposals. All proposals must be received by
the date, time, and location specified in the RFP packet. Proposals will not
be accepted by electronic facsimile.
(c) Opening proposals. The department will open proposals and
conduct evaluations in confidence, and there will be no disclosure of contents
to competing providers during the negotiation process. After the contract
is awarded, all proposals shall be open for public inspection except as provided
in Government Code, Chapter 552.
(d) Non-responsive proposals. A proposal which does not include
all the requirements set forth in the RFP will be rejected as non-responsive
and will not be considered further.
