These sections shall govern the procedures for the institution, conduct, and determination of all causes and proceedings before the board. The purpose of these sections is to provide for a simple and efficient system of procedure before the board, to insure uniform standards of practice and procedure, public participation and notice of board actions, and a fair and expeditious determination of causes. |
