The proposed degree program must be free of unnecessary strictures yet have stringent requirements which promote effective academic attainment. Graduate programs that have unusually restrictive prerequisites are often underpopulated and cause a heavy strain upon the resources of the institution. Such programs cannot contribute to the free and open availability of graduate education. |
