| (a) On behalf of the department, the TSD provides staffing
and administrative support to the telecommunications planning and oversight
council (TPOC), whose duties and responsibilities are set out in Chapters
2054 and 2170, Government Code. Effective September 1, 2001, the TPOC is the
entity responsible for reviewing and approving all requests for waivers from
the use of the TEX-AN.
(b) The TSD shall implement the TPOC policies and procedures.
