If there are insufficient funds to authorize the full amount of an otherwise approvable store-and-forward transaction, the balance remaining in the client's account is paid to the retailer in accordance with the following: (1) The EBT central processing system approves a partial amount of the store-and-forward transaction, crediting the retailer with the balance remaining in the client's account through a one-step process. (2) The transaction must be in accordance with the standard message format requirements for store-and-forward transactions. (3) The retailer must not obtain the uncollected balance from a client's current or future month's benefits. |
