(a) Minors must be provided individualized family planning
counseling and family planning medical services that meet their specific
needs as soon as possible.
(b) The FPP health-care provider must ensure that:
(1) counseling for minors seeking family planning services
is provided with parental consent;
(2) counseling for minors includes information on use
and effectiveness of all medically approved birth control methods,
including abstinence; and
(3) appointment schedules are flexible enough to accommodate
access for minors requesting services.
