CHAPTER 9TALKING BOOK PROGRAM
RULE §9.2Administration

The program provides library services for Texas residents with visual, physical, or reading disabilities. The program is operated and administered by the agency as part of the National Library Service, a program administered by the Library of Congress. The National Library Service provides the agency books in audio and braille formats and reading equipment. Postage for mailing materials and equipment to and from borrowers is paid by the U.S. Government under the provisions of 39 U.S.C.A. §3403, Matter for blind and other handicapped persons.
