| (a) The commission shall meet at times and places to be determined either by the chairman of the commission or by agreement of any two of the commissioners. (b) The chairman of the commission shall preside over any proceeding or meeting of the commission, unless some other commissioner is designated by the chairman to preside. (c) Notice of all commission meetings shall be provided in accordance with the Open Meetings Act, Texas Government Code, Chapter 551, as amended, and the Administrative Procedure Act.
