| (a) Proposed decisions for contested cases issued by
a SOAH ALJ shall be brought before the commission for decision, in
accordance with the APA.
(b) A party may only present the sworn testimony and
the information provided during the SOAH hearing or admitted into
the SOAH record, including filings of the parties, exceptions, dispositions,
and the responses. No new testimony, witnesses, or information shall
be allowed after SOAH submits the case to the commission for consideration.
