RULE §313.135Scratch by Stewards

(a) The stewards may scratch a horse from a race when, in the opinion of a veterinarian licensed by the Commission, the horse cannot give its best efforts to win the race due to a physical disability or other physical cause. A horse scratched from a race under this subsection shall be placed on the veterinarian's list and is ineligible to start in a race in Texas until removed from the list by the commission veterinarian.

(b) The stewards may scratch a horse from a race without penalty to the horse or its owner or trainer when the stewards determine the scratch is in the best interests of racing.
