(a) The requesting institution must submit a Planning
Notification in accordance with subchapter C, §2.41 of this chapter
(relating to Planning Notification: Notice of Intent to Plan), at
least one year prior to submitting an administratively complete program
proposal.
(b) Each institution must request new doctoral and
professional degree programs using the New Doctoral and Professional
Degree Proposal Form available on the Board's website.
(c) Board Staff will make the determination of administrative
completeness in accordance with subchapter A, §2.6 of this chapter
(relating to Administrative Completeness).
(d) Board Staff shall utilize out-of-state disciplinary
experts to assist in the review process to evaluate the quality of
a proposed doctoral or professional program. The institution submitting
the proposal is responsible for paying the costs of the external review.
(e) Each proposed doctoral and professional degree
program is subject to Board Approval under subchapter A, §2.4(4)
of this chapter (relating to Types of Approval Required).
(f) Upon Board approval, Board Staff will add the new
doctoral or professional program to the institution's official Program
Inventory. The Program Inventory contains the list of programs with
official Board approval.
