| (a) Except as provided by subsection (b) of this section, state-owned vehicles under the TDMHMR's control are assigned to the facility's motor vehicle pool and made available for use as needed. Some of the vehicles in the motor vehicle pool may be organized in subpools and assigned to divisions or functions (e.g., building services, security, food services) within the facility. The subpooled vehicles are available only to staff in that division or who perform job duties related to that function. (b) If a state-owned vehicle under the department's control is assigned to an employee, then the facility CEO or designee must document in writing that the assignment and use of the vehicle is critical to TDMHMR's mission. The written documentation must be maintained at the facility, sent to and maintained in the Central Office transportation office, and sent to the General Services Commission, Office of Vehicle Fleet Management. |
