(a) A program provider must ensure that if an adaptive
aid is delivered to an individual by a commercial carrier, such as
United Parcel Service or the United States Postal Service, the most
cost-effective carrier is used.
(b) A program provider may not use a commercial carrier
to provide overnight delivery unless it is necessary to meet the time
frame for a medically necessary supply or device immediately needed
by an individual and there is no other more cost-effective means to
deliver the adaptive aid within that time frame.
