The Blindness Education, Screening, and Treatment (BEST) Program
is administered by the Department of Assistive and Rehabilitative
Services (DARS), Division for Blind Services (DBS). The BEST program
provides blindness prevention education, screening, and treatment
to prevent blindness for Texas residents who are not covered under
an adequate health benefit plan.
