| (a) General procedure. The commissioner will from time to time as appropriate, certify in writing to the Texas Parks and Wildlife Department that specified coastal wetlands are essential to the public interest, and he will indicate to the Texas Parks and Wildlife Department priorities for acquisition, if any, for such certified coastal wetlands. To the extent possible and appropriate, the commissioner will certify such wetlands sufficiently far in advance of the next succeeding legislative session to enable the Texas Parks and Wildlife Department to seek a legislative appropriation, if necessary for the acquisition of such certified coastal wetlands. (b) Nominations. The commissioner will accept and consider written nominations of coastal wetlands for certification. Written justification accompanying such nominations, adequate to support certification pursuant to these sections, is encouraged. (c) County commissioners court
approval. The commissioner will forward a copy of any such certification to the county judge of every county in which any part of the wetlands so certified is located, and will request the recommendation of the commissioners of said county therein.
