TCEQ rules under Texas Health and Safety Code, Chapter 382,
governing emissions of air pollutants, shall comply with regulations
at Code of Federal Regulations, Title 40, adopted pursuant to the
Clean Air Act, 42 United States Code Annotated, §§7401,
et seq, to protect and enhance air quality in the coastal area so
as to protect CNRAs and promote the public health, safety, and welfare.
