RULE §1.21Conduct and Decorum

(a) Every party, witness, attorney, or other representative shall comport himself in all department proceedings with dignity, courtesy, and respect for the department, the administrative law judge, and all other parties and participants. Attorneys shall observe and practice the standards of ethical behavior prescribed for the profession by the Texas Disciplinary Rules of Professional Conduct.

(b) Upon violation of subsection (a) of this section, any party, witness, attorney, or other representative may be excluded by the administrative law judge from any hearing for such period and upon such conditions as are just, or may be subject to such other just, reasonable, and lawful disciplinary action as the administrative law judge may prescribe.
