| (a) The department will submit all requests for reimbursement
of allowable costs to FHWA.
(b) A project sponsor must use the forms and procedures
specified by the department to request reimbursement of allowable
costs incurred.
(c) For locally administered projects, the entire project
cost is borne by the project sponsor until reimbursement can be obtained
from FHWA for eligible activities.
(d) Costs incurred prior to the inclusion of the project
in the STIP, execution of the local agreement, or federal and state
approval and authorization to proceed are not eligible for reimbursement.
