The following words and terms, when used in this subchapter, shall have the following meanings, unless the context clearly indicates otherwise. (1) Commission--The Texas Transportation Commission. (2) Commissioners Court--A county commissioners court. (3) Department--The Texas Department of Transportation. (4) Executive director--The chief administrative officer of the department. (5) Metropolitan Planning Organization--An organization designated by the governor to carry out the transportation process in prescribed urbanized areas as required by Title 23, United States Code, §134. (6) Turnpike project--A highway of any number of lanes, with or without grade separations, owned, operated or proposed by an existing or proposed regional tollway authority and any improvement, extension, or expansion to that highway.
