RULE §28.83Certification Application Process

(a) Eligibility requirements. To be eligible for certification under this subchapter, an engineering firm must be registered by the Texas Board of Professional Engineers and must show that each engineer who will perform an analysis under the certification is:

  (1) knowledgeable of the laws, including regulations, relating to the permitting of oversize and overweight vehicles; and

  (2) able to demonstrate competence in bridge load rating or overload analysis of grossly over-dimensioned vehicles to which the Manual for Bridge Evaluation, by the American Association of State Highway and Transportation Office, does not directly apply.

(b) Application requirements. An applicant must:

  (1) submit a completed application on the form provided by the department; and

  (2) provide a summary of qualifications indicating experience with bridge load ratings.

(c) The department will conduct an interview with an applicant to determine the applicant's level of experience.
