SUBCHAPTER JDISADVANTAGED BUSINESS ENTERPRISE (DBE) PROGRAM
RULE §9.230Labor-only Subcontracts
(a) The department may allow labor-only DBE subcontract arrangements for appropriate work categories.

(b) A contractor must clearly outline the labor-only status in the subcontract with the DBE subcontractor.
