| (a) The commission will consider the following criteria for project selection: (1) the number resulting from dividing the population of the border colonia the project is to serve, based on the latest estimates from the Texas Water Development Board, by the total number of miles of roadway in the border colonia; (2) condition of current roads, such as the number of existing paved roads in and to the border colonia the project is to serve; (3) whether the project is on an existing or planned school bus route; and (4) access to other parts of the region, such as the number of roads, paved or unpaved, to the border colonia the project is to serve. (b) Each criterion will be weighted 25 points, for a total possible score of 100. The commission will consider the projects in descending rank order as far as available funding permits. |
