(a) A document may be filed or delivered in person, by certified
mail with return receipt requested, or courier delivery.
(1) In-person or hand delivery. The filing or delivery time
for a document delivered by this method is the date shown on a receipt which
is signed and dated by the receiving party acknowledging personal delivery.
The sending and receiving party each shall keep a copy of the signed and dated
receipt.
(2) Certified mail. The filing or delivery time for a
document delivered by this method is the postmark shown on the receipt.
(3) Courier delivery. The filing or delivery time for
a document delivered by this method is the postmark shown on the courier receipt.
(b) In computing a deadline that starts to run from the date
of receipt of a notice or other information, the date of receipt shown on
the return receipt or a courier receipt showing the date delivered to the
correct address shall be the conclusive evidence of the date of receipt.
