(a) All applications, petitions, complaints, and other
documents relating to any proceeding to be initiated before the Commission
shall be filed with the appropriate division director in accordance
with that division's filing requirements and any applicable statute
or regulation. Such documents, including notices of protest and answers,
shall be presumed filed on the date they are actually received only
if accompanied by any required filing fee. The Commission may decline
to accept a document for filing if it does not comply with applicable
requirements.
(b) If an application, petition, complaint, or other
document requires further consideration after division processing
but prior to final Commission action, the division shall transfer
the matter to the Hearings Division.
