Residential child care means the care, custody, supervision,
assessment, training, education, or treatment of a child who is not
related by blood, marriage, or adoption to the owner or operator of
the operation, for all of the 24-hour day, regardless of whether the
operation is operated for profit or charges for the services it offers.
