(a) An applicant for licensing as a "Registered Plant
Breeder" or a "Certified Seed Grower" as provided in the Act, shall
be a person, firm, or corporation of good character and have a reputation
for honesty, competency and fair dealing. All applicants for a license
shall pay a fee of $250 at the time of application.
(b) All applicants for licensing shall furnish such
information as the board may require and shall appear in person before
said board if so requested.
(c) When an applicant has satisfied the State Seed
and Plant Board as to qualifications and ability to produce certified
seed and all other requirements for certification have been met, the
State Seed and Plant Board shall issue a certificate evidencing the
fact that the applicant is fully licensed as a registered plant breeder
or certified seed grower.
