| (a) The parties to a contested case under review by
the board shall limit their oral presentation and discussion to evidence
in the SOAH administrative record, and their oral presentation and
discussion shall be consistent with the scope of the board's authority
to take action under Government Code §2001.058(e) and Occupations
Code, Chapter 2301. However, any party may argue that the board should
remand the case to SOAH.
(b) Each party is responsible for objecting when another
party attempts to make arguments or engage in discussion regarding
evidence that is not contained in the SOAH administrative record.
