| (a) All council members, peer review panel members,
and program staff members shall avoid acts which are improper or give
the appearance of impropriety in the disposition of funds administered
by the council.
(b) The council shall adopt a code of ethics to provide
guidance related to the ethical conduct required of council members,
peer review panel members, and program staff members.
(c) The code of ethics shall be distributed to each
council member, peer review panel member, and program staff member.
